PROSPECIS FOR THE FAIR. - STATE Maoox.Ga., Oct 15 Night The Georgia State Fair commences on the 27th inst and continues for six days. The grounds are the finest on the con tinent and are in perfect order. Fifty head of fine stock are already on tho ground; many entries have already been made and others are being made daily. The pr jepects are that it will be the largest attendance ever had in the South. The railroads from New York to New Orleans will carry passengers and goods at half rate. This morning stocks opened feverish and went down 1 to 8 per cent, touching lower figures than at any time yesterday. They rallied sharply, recovering 1 to 6 per cent, but are still very irregular. The Union Pacific went down to 13), a lower price than they ever touched before. The only failure reported is W. 8, Perry, a small operator, Oilman, Son A Co., 47 Exchange Place, have suspended. They say that their suspension was caused by the continued drain on their depos it, the non-payment of collections due the firm and the depreciation of their securities. They have therefore con cluded to pay no more checks until further notice. Drafts drawn againat remittances, received to-day and here after will be paid by the firm at trus tees. " W. 8. Perryj whose failure was an nounced this morning, sayt his failure was caused by the heavy decrease, in the price of stocks. Stokes' trial is progressing with the witnesses in the same order as before. Senator Norwood arrived here this morning from Washington, to attend the meeting of the Senate Committee on Transportation.' Ou leaving New York the Committee will pass over the route of the James River and Kanawha Canal and will then examine the route of the proposed Atlantic and Great Eastern Canal through the States of Georgia, Alabama and Tennessee, if the sanitary condition of the far South permits. The Committee will also visit Louisiana and inspect the various internal, improvements and projects there, and will go from thence to St, Lonis, Mo. VIUULMA. IMPORTANT DECISION ' IN 1 A . LIFE INSURANCE CASE. Richmond, Oct. 15 Night In the Circuit Court ot the United States, the case of Hancock, vs.. the New York Life Insurance Company, was decieed against the Company, and a verdict rendered for $1,371. This is a case of general interest in the South, j and to insurance men, as it settles the question of the liabilities of Northern Insurance Companies for the amount of premiums paid before the war on policies which lapsed during the war; if the Companies refused the applica tion for a renewal after the war closed; the verdict was for premiums paid and the interest thereon. The Company's agent here declined to receive pre miums from the plaintiff because he waa unable to communicate with home office. THE ELECTIONS. NEWARK, N. 3., ELECTS A DEMO- CRATIC MAYOR. The Howard Association reported three deaths yesterday. The Masonic Re-. lief Association buried four and St Andrew's oue yesterday. The mortu ary report ot yesterday shows an in crease of four in the total deaths, three from yellow fever and one from other cantos. Total deaths fitly-one, ol which forty-one were from yellow fever. From reports from all sources the result shows an increase in the death rate, aa expected, but a large decrease iu new cases, most of those attacked yeHtcrday having been wait ing on the sick and laboring t the extent of their physical ability. It is safely concluded that the disease is abating slowly. Mxmthib, Oct 15 -Night-There is trouble herein municipal affairs, oc casioned by the Mayor's appointment of Chairman Zent, of the Common Council, instead of Chillo, of the Board of Aldermen, to act as Mayor pro tern, during his (the Mayor's) ill njes. Cioillo caused a writ of ouster to be served on Zent this morning snd is now in possession of the office. The affair canses a general feeling of dis gust. A Rockland, Me., telegram states that Miss Mink has been acquitted of tho murder of Dr. Baker. The State Grange, Patrons of Hus bandry, met in San Joseph, Cel., on Tuesday. The ramble through the various halls above mentioned was a nisty one, and the slient sketch of their appearance and contents is made. without much reference to a smoothness of diction or a completeness of detail.
